Congress failed to get other spending bills finished before leaving, and that helped fuel criticism.
The Committee for a Responsible Federal Budget, an organization co-founded by former U.S. Sen. Henry Bellmon, R-Okla., noted that Congress will enter the new fiscal year with no budget in place.
