Comments on a National Broadband Plan

In developing a national broadband plan to move the U.S. ahead in the 21st century Federal Communication Commission (FCC) has an unprecedented opportunity to put in place polices that can both bring essential high-speed connectivity to those with limited or no access, and serve as the foundation for long-term broadband and technological innovation.  It is critical that a forward-looking national broadband plan focus on the underlying infrastructures necessary to spur ubiquitous high-speed broadband.  Public investment in fiber

Comments Re: Anonymous Bidding for Auction 86

On behalf of the Public Interest Spectrum Coalition, Public Knowledge submits these comments in response to the Public Notice in the above docketed proceeding. We commend the Wireless Telecommunications Bureau (Bureau) for proposing to adopt anonymous bidding for Auction 86. As demonstrated by the use of anonymous bidding in Auction 73 (the "700 MHz Auction"), anonymous bidding eliminates the ability of bidders to engage in certain types of strategic behavior. This promotes increased competition for licenses and greater return to the public for use of the… more

Reply Comments of Public Interest Spectrum Coalition on Spectrum Caps

The Petition suggests that the Commission adopt a spectrum cap to alleviate problems with consolidation and abuse of market power in the wireless market. Specifically, the Petition requests that the Commission adopt a county-level aggregation limit of 110 MHz on control of wireless spectrum below 2.3 GHz. This has prompted a flood of proposals and ideas from advocates of all sides of the broadband debate. Economic stimulus should be timely, temporary and targeted. But who should this stimulus target and how can we spur investments that will create both short-term economic growth and long-term economic prosperity in the 21st century?
