 <description>&lt;p&gt;While many policy analysts have focused on the fate of the 700 MHz auctions, the digital TV transition, and the promise of white space devices, a more vast and underutilized resource has gone largely unnoticed: government spectrum. The best available data suggests that the majority of federal spectrum capacity is left unused. Technology Initiative will release New Media, Technology and Internet Use
in Indian Country:  Quantitative and Qualitative Analyses, one of
the most extensive studies of on the ground technology use, access, and
adoption in Native American lands.  Demonstrating the great need to include Native Americans in the discourse around 
the National Broadband Plan, the report combines both a survey of Native American technology

 <title>The Hidden Harms of Application Bias</title>
