New labor data show that the hiring of temporary workers has surged, and there have been other glimmers of economic recovery in recent weeks. Official unemployment, however, remains above 10 percent, with millions more uncounted but also lacking jobs. So has the economy turned the corner, or is real recovery still months (or years) away? And what, if anything, can policymakers be doing to bring back solid and sustainable growth?
