Joe Mathews on California's Budget Crunch

California is facing massive budget shortfalls, and Gov. Arnold Schwarzenegger (R) has accused Washington of not providing its fair share of funding. According to Irvine Senior Fellow Joe Mathews, Schwarzenegger has essentially made "a tough-minded declaration of war [on] the federal government and other states, who are denying California a fair share of federal revenues. The governor resolved to get more from the feds -- and he was smart to do so."

The question for Schwarzenegger, of course, is: "How?" For those outside the Golden State, however, a very different question may top the list: "Why should we be bailing out California?"
