The New America Foundation’s Open Technology Initiative (NAF) submits these
brief ex parte comments in response to the Federal Communication Commission
Wireless Telecommunications Bureau’s review of data practices. In the comments to the Commission, NAF proposed a systematic data collection effort for mobile
broadband communications including fundamental data on service capabilities, coverage and performance and traffic statistics.
NAF proposed data collection and the benefits of the measurement of mobile broadband performance and service coverage by utilizing a enduser measurement tests and systematic engineering approach. We encourage the Bureau to think broadly about data collection and ensure as much data as possible is publically
available in raw form, to both empower consumers and create viable sources for unbiased data on mobile network performance and traffic for policymakers and network researchers.
