Insurance Market Reforms

Health insurance is unaffordable and inaccessible to millions of Americans because of cost or previous medical history. No American should be denied coverage or charged differential premiums because of their health status or family history. To make insurance markets function fairly and efficiently for all, the following reforms are absolutely necessary: 
  • Guaranteed issue (all insurers must sell all products to all people)
  • No exclusions based on pre-existing conditions
  • Guaranteed renewability
  • Modified community rating (premiums may not vary based on health status, but can vary by age, geography, and family size).
