July 9, 2007 Once insurance is accessible and affordable, everyone should be required to purchase coverage. When combined with insurance market reforms and subsidies, an individual mandate will make markets work for efficiently and fairly for all and guarantee that all Americans are paying their fair share for health care. In addition, a more sustainable health system must be a shared responsibility between individuals, employers, providers, and governments. A requirement to purchase or enroll in coverage represents one part of an individual's responsibility to the larger community.
