FEBP Staff

The Federal Education Budget Project staff is committed to heightening the quality of debate and decision-making on federal education funding. Our goals are to provide clear, unbiased analysis of the facts behind education funding and use that analysis to generate fiscally responsible proposals to improve the federal education budget.

  • Michael Dannenberg, Director

    Michael Dannenberg was the Senior Education Counsel to Senator Edward M. Kennedy (D-MA) from 2001 to 2006. He worked as Kennedy's chief aide responsible for the federal education budget and school finance matters. He played a key role in drafting the No Child Left Behind Act, the Education Finance Incentive Grant program, and the Taxpayer-Teacher Protection Act of 2004.

  • Jason Delisle, Research Director

    Jason Delisle was a Senior Analyst on the Republican staff of the U.S. Senate Budget Committee from 2005 to 2007. In that capacity, he played a key role in developing various aspects of the College Cost Reduction Act of 2007. He was also a Legislative Assistant specializing in education policy in the office of Representative Thomas Petri (R-WI).

  • Heather Rieman, Senior Policy Analyst

    Heather Rieman was a Program and Policy Analyst in the Budget Office of the U.S. Department of Education, and she also held a detail appointment with the Senate Health, Education, Labor, and Pensions Committee.

  • Stephen Burd, Senior Research Fellow

    Stephen Burd was a senior writer at The Chronicle of Higher Education from 1992 to 2007, focusing on federal student loan and financial aid policy.

  • Sara Mead, Senior Research Fellow

    Sara Mead was a Senior Policy Analyst with Education Sector from 2006 to 2007, focusing on issues related to early childhood education and choice and diversity in public schools. Previously, she worked as a Confidential Assistant at the Department of Education, focusing on education funding matters.

  • Lindsey Luebchow, Policy Analyst

    Lindsey Luebchow has worked with the New America Foundation's Education Policy Program since 2006. She has written and published on federal higher education funding issues.

  • Jennifer Cohen, Policy Analyst
Jennifer Cohen has worked with the New America Foundation's Education Policy Program since 2008. She manages the FEBP website and has written on federal education funding issues.  Previously, she worked on high school reform research studies as a Research Associate II at the Education Policy Center of the Urban Institute.
