WASHINGTON -- The Committee for a Responsible Federal Budget congratulated Congress on limiting the costs of the emergency supplemental spending bill to $94.5 billiion, given that there had been considerable pressure to spend more. However, the Committee expressed tremendous concern over the ongoing and growing abuse of the entire supplmental process....
