As Senior Program Associate in the Health Policy Program at the New America Foundation, Peter T. Harbage until early 2008 contributed to the program’s efforts to extend fully portable health insurance to all Americans through policy research, writing, and outreach.
Mr. Harbage is currently President of Harbage Consulting, a Sacramento-based health policy consulting firm. From 2001 to 2003, he served as Assistant Secretary of Health for the state of California, in which capacity he helped manage the nation’s largest state-operated health insurance programs for low-income and working families. He also worked in the Health Care Financing Administration in the Clinton administration, where he won numerous honors for his work on Medicare and Medicaid. He was previously the top health care advisor to former Senator John Edwards and Director of Public Programs for The Advisory Board Company, Washington, D.C., which includes 2,500 of the country’s largest health systems and medical centers among its members. Mr. Harbage is a Phi Beta Kappa graduate of the University of Michigan, where he also earned a master’s degree in public policy.
