2008 marked the deadliest year in civilian casualties since the Taliban's ouster and civilians have paid a particularly high price. CIVIC is releasing a new report on Afghan civilian casualties, programs now under way to help civilian war victims, and the challenges these programs face. The report also offers insights on how such efforts can be improved.
