Is Welfare Program Oversubscribed in California?

Chris Reed, writing at America's Finest Blog (for non-Californians, this is a reference to Reed's town, San Diego, which long ago was dubbed America's Finest City), has ferreted out an interesting statistic that needs more explanation.

That stat: California, with one-eighth of the nation's population, has nearly one-third of all folks enrolled with the Temporary Assistance for Needy Families program created by the 1996 federal welfare reform. All told, that's 1.2 million people in California. New York, with a population roughly half of California's, has just more than 252,000 people enrolled in the program.

Please join us this Saturday morning, May 2, in San Diego for what should be a fascinating discussion about the ballot measures on the May 19 special election. The event runs from 10 to 11:30 a.m. at the San Diego Hall of Champions. (Sports fans out there would be wise to make it a day of California governance and sports). The panel is headlined by former Congressman and former state finance director Tom Campbell, who has thought as deeply about the state budget as anyone alive. The co-sponsors are New America, the Center for Policy Initiatives, and the City Club of San Diego.
