HEALTH REFORM: The Battle Begins

Some of history's biggest battles have begun and ended in August. Now it seems the fight to fix health care will be won or lost in the weeks ahead.

Late Friday night, the House Energy and Commerce Committee vote by a margin of 31-28 to report H.R. 3200 out of committee. A product of intense negotiations between House Leadership and fiscally conservative Blue Dog Democrats, the vote clears the way the for a floor vote in September.

In the Senate, all eyes are turned to the Senate Finance Committee -- where progress on a potentially bipartisan bill has been painfully slow. On Friday, chairman Max Baucus announced his committee would not begin marking up its legislation until after the August Recess. His bipartisan "coalition of the willing" will continue to meet through the week until the Senate adjourns on Friday.

Members on both sides have marching orders to advance their party's message during the break.

Republicans are looking to turn the process into Obama's Waterloo -- with a disastrous defeat of health reform crippling the rest of his administration.

Democrats are hoping for more of a Battle of Saratoga -- a turning point that saved a country's future.

Over the break, Democrats will look to break through Republican lines -- countering claims of rationing and euthanasia with a clear description of the benefits of health reform.

The White House, too, has responded, with a more personal pitch. They recently laid out eight consumer protections that health reform will guarantee for Americans. Interest groups and stakeholders will take to the air (and K street), with a flurry of ad campaigns, advocacy, and grassroots movement already under way.

The Guns of August can be deafening  when they are aimed at health care and with Labor Day still more than a month away -- we thought it would be helpful to remind ourselves just how far we've come.
