English language learners are an important, growing sector of enrollment.
NCLB title III is the most far reaching tool for the federal government and states to advance achievement of this population and contribute to employment, college success,immigration, and assimilation. While many limited English speaking students are American born, the US needs to make a serious investment in providing
English language classes for learners of all ages, a vital part of the imigration debate.
This area needs a whole lot of thought and recommendations.
