Stats on U.S. Democracy

Sen. Robert Byrd cast 18,241 votes in the Senate by Feb 27, according to the Washington Post -http://blog.washingtonpost.com/sleuth/2008/02/octogenarian_senator_off_the_d.html
Having lived in Colorado (3rd to CA and OR in # of ballot issues) most of my voting life, I've probably cast 100-150 votes on issues.
Many folks in the 26 states without initiatives have never voted on an issue, or just a few referred tax issues.
Why shouldn't I have at least a little of Byrd's power. I've never even been in the KKK as he was in his youth!
