Have you heard of due process?
The Department of Education referred the matter to the Department of Justice.
The Department of Justice is investigating, and most assuredly dotting their i's and crossing their t's.
The last thing the career prosecutors at the Department of Justice want is to bring a case forward, have flaws in the pleadings, and get raked over the coals by Fontana's attorneys.
See Jefferson, William (i.e., Representative "the cash was in the freezer") for an example of why the DOJ career prosecutors are taking their time.
This ain't Law and Order where it gets wrapped up in a half hour after the arrest. In the real world, these things take time.
