Concerns with student loan companies

Please read my story, I am all for the reviving of Hillary's Bill of Student Borrower's Rights.

RE: Student Loans / Stimulus Check
Dear Sir:
I wish to complain about my 2007 income tax return (including the child care income tax) and my economic stimulus check. I graduated from Illinois State University with a degree in Therapy and Education. As an result of getting an education, and currently being unemployed, I am unable to pay my student loans. I have been unemployed for the last 2 years, during this time, Illinois State University and the Department of Education have been garnishing my income taxes (wages), although I am still unemployed.
The Department of Education garnished the entire economic stimulus check that was sent to me to help rebuild the economy, it was my understanding that the economic stimulus check was to help the economy grow stronger, not weaker. Then let me ask a question, why are you giving stimulus checks that are not helping the people that need them?
Illinois State University has been garnishing my income taxes and wages for the last 2 years, although a letter was sent to the school explaining my current job situation.
I have applied at Illinois State University numerous times, offering to work in a job so that I can pay back my student loan, but have been turned down time and time again, without any explanation, but yet, they garnish everything that I get.
I am complaining because foreign students can come to the United States and get an education for free, and all the immunities that comes with it, leaving Americans like myself unemployed and in poverty. In addition, you educate the prisoners, you give them a place to stay, and money to spend and the only accomplishment that they have made to this country is committing crimes. Is this fair to an educated person like myself?
To resolve this problem I would like for you to offer me a job, stop garnishing my wages, and treat me fair and just.
I look forward to hearing from you as soon as possible to resolve this problem. If I do not hear from you within 10 days, it is obvious to me that the economy and the people are not your priority.
