You really have to admire NAF for talking about "over-subsidy" when the list of active FFELP participants is dwindling every day (witness yesterday's addition of PHEAA to the "over-subsidized" butcher's bill). I've said it before and I'll say it again...in the land of the blind, the one-eyed man is king!
