California Con Con Backers Need More Time
Backers of a California constitutional convention have said they want to qualify two initiatives for the November 2010 ballot. The first would change the constitution to permit voters to call such a convention themselves. (Currently the legislature has to act). The second would actually ask voters to call the convention.
The backers, who have formed a group called Repair California, have long said they would file these initiatives by this Friday, Sept. 25. But this afternoon, in an email to supporters, Repair California said it would take a few extra weeks before filing.
That's wise. There's still plenty of time to qualify measures -- the deadline for turning in signatures to make the November 2010 ballot is next April. One potential complication is legal action. The initiatives, once filed, are likely to draw legal challenges. And leaders of the convention effort also have suggested they may seek a judgment from the court on certain constitutional questions beforehand. There are a fair number of unknowns, since there hasn't been a constitutional convention in California since 1879.
